I have never heard of vampires that are born basically human and change during the course of their lives.
From everything that I have read, once a human is biten, drained of blood until they are on the verge of death and then given some Vampire's blood (a sort of blood transfusion and painful process for the human, I think), if they are lucky enough to see the following day, they'll stay forever as they were at that moment, never changing, falling ill or aging again.
And I certainly have never heard of a Vampire being able to procreate: their kind is sterile.
