Concentration

An event trigger my effort in burdening a community. The result was somewhat unexpected. Much like Paris, persons, or rather the people, could respond, seemingly telepathically. Also, persons began communicating in this manner, similar Manhattan.

May be a survival trait. Even if direct harm is not intended, seems if a community undergoes reasonable danger, they adapt.
